Constitution
Constitution of the Singapore Heng Jai Phua Clan Association.
The document of record is the version approved by the Registrar of Societies (2026). The summary below is for information; in any discrepancy the registered constitution prevails.
Chapter 1 — Name
The association is known as the “Singapore Heng Jai Phua Clan Association”.
Chapter 2 — Objects
To promote friendship and co-operation among its members, to propagate culture, and to strive for the welfare of its members.
Chapter 3 — Membership
There are three classes of membership, open to persons of good character who are not undischarged bankrupts, have no criminal conviction, and do not lack mental capacity:
- Ordinary — Phua clansmen of Hainanese lineage who are Singapore citizens, aged 21 or above.
- Life — those meeting the Ordinary criteria, or an Ordinary member who pays a one-time sum of S$300 to convert; exempt from annual subscriptions.
- Associate — other Singapore citizens, permanent residents, or approved-pass holders, aged 21 or above.
Chapter 4 — Entrance fees & subscriptions
All members pay an entrance fee on admission. Ordinary and Associate members pay annual subscriptions; Life members and members aged 65 and above are exempt. Amounts are set by the General Meeting on the committee's recommendation.
Contributions & donations
Beyond entrance fees and subscriptions, the association is also funded by special donations. Members contribute to the Spring and Autumn Memorial Ceremonies and the annual get-together dinner; those who do not attend the dinner may instead donate towards the ancestral offerings. These amounts are set by the General Meeting.
Chapter 5 — Organisation
An Executive Committee and a Supervisory Committee, elected at the Annual General Meeting, lead the association — including the President, Vice-Presidents, Secretary, Treasurer, officers, the Chairman and Supervisors, and the Trustees in whom the association's properties are vested.
Celebration & condolences
The association marks its members' milestones. On the marriage of a member's child it presents a congratulatory gift, and on the death of a member a condolence gift to the bereaved family, where notice has been given. Should a member die without sufficient means for funeral expenses, the association may appeal to members for donations to support the family.
Discipline & rights
Members in arrears of their annual subscription for three months or more forfeit the enjoyment of members' rights. Ordinary and Life members in good standing may vote and stand for office, and their children may apply for the association's bursaries and study loans.
